RTA car passing in the UAE: what it is, what it costs, and how to pass
What is RTA passing?
RTA passing is the official roadworthiness inspection issued by the Roads and Transport Authority in Dubai (and equivalent authorities in other emirates). It confirms a car is safe and legal to drive. You need a valid pass certificate to renew vehicle registration each year and to transfer ownership when a car is sold. The test is sometimes informally called "RTA passing", "vehicle test" or "Mulkiya passing", but they all refer to the same inspection.
In Sharjah the equivalent is administered by the Sharjah Police Inspection Centre. In Abu Dhabi it is administered by Abu Dhabi Police. The test is broadly similar across the country, but you must use a centre in the emirate where the car is registered.
When do I need to pass the test?
Three trigger points:
- Annual registration renewal. Every car must pass before its Mulkiya can be renewed.
- Ownership transfer. Used cars must pass before the new buyer's name can be added to the Mulkiya.
- Voluntary spot test, for example after major repair work to confirm roadworthiness.
New cars are exempt from the test for the first three years. After that they enter the annual cycle.
What does the test inspect?
Most centres run the same set of checks:
- Brakes: pad thickness, balance and stopping distance on a roller test.
- Lights: headlights, indicators, hazards, reverse, brake, plate light.
- Tyres: tread depth (minimum 1.6 mm), pressure, sidewall damage.
- Suspension: shock absorber performance and bushings on a vibration plate.
- Steering: free play, alignment.
- Body: structural integrity, rust, glass cracks above a certain size.
- Exhaust and emissions: visual smoke check, sometimes a sniffer test.
- Wipers and washers.
- Seat belts and basic interior safety equipment.
OBD scan for stored fault codes is increasingly common, especially on cars under 8 years old.
How much does it cost?
In Dubai the standard test is 150 AED. Renewal at a 24-hour centre or with extras (express service, comprehensive inspection package) can push the cost to 200 to 350 AED. The test itself is the same; the surcharge is for convenience.
If a car fails, the re-test after repair is usually about 50 AED, provided you return within 30 days.
What are the most common failures?
In rough order of frequency:
- Worn brake pads.
- Tyres below minimum tread or with sidewall cracking from heat.
- Damaged or non-functional indicator or brake bulbs.
- Cracked windscreen across the driver's view.
- Excessive play in the steering or worn track-rod ends.
- Failed shock absorber (one corner significantly weaker than the other).
- Visible exhaust smoke.
None of these are expensive to fix individually. A typical pass-fail-repair-retest cycle costs 200 to 800 AED depending on which items needed replacement.
How do dealers handle RTA passing on a sale?
Standard UAE practice is that the dealer arranges and pays for RTA passing as part of preparing the car for sale. The pass certificate is then presented at the transfer counter so the new buyer can register the car immediately.

Can I do the test myself if I am buying privately?
Yes. The buyer can take the car (with the seller's authorisation) to an RTA centre and pay for the test. Most private sellers are happy to let this happen because it removes the responsibility from them. Build the cost (150 AED test plus any repair if it fails) into your offer.
What happens if my registration expires before I pass?
You cannot legally drive the car. Renewing late triggers a fine starting at 25 AED per month and rising. If the registration is expired by more than 90 days, plate cancellation is possible. Always test and renew before the expiry date.

How long does RTA passing take?
About 30 minutes at a standard centre, longer at peak times (Thursday afternoons, before public holidays). Express service centres can complete it in 15 minutes.
Can I pass at any RTA centre in the UAE?
You must pass in the emirate where the car is registered. A car registered in Dubai uses an RTA centre. A car registered in Sharjah uses a Sharjah Police inspection centre.
Does the test include the air conditioning?
No, AC performance is not part of the standard pass test. It is part of a comprehensive pre-purchase inspection at a workshop, which is separate.
What if my car has tinted windows?
Tint up to 50 percent on the rear windows is allowed. Front-side window tinting above the legal limit will fail the test. The driver and front passenger windows must transmit at least 50 percent of light.
Is the test stricter on older cars?
The criteria are the same, but older cars naturally fail more items. Cars over 12 years old typically need 1 to 2 minor repairs each year to pass.
